encoder problem any ideas?

Hello all I am new to this board and I have had a cabinet for some time just an old Street fighter I converted over to MAME but I have this problem
and I don’t know where to go.

I got an i-pac you can see a visual of it on this eBay auction

My problem is when I play 2 players like mortal combat or any other multi player game controls stick hmm stick how do I say this!!
When the player 2 pushes up and holds the up button and then player 1 pushes up so both joysticks are pushed up then if
player 2 releases it stays in the up until some other button is pushed or I move some other way. I want better response from an
encoder any ideas on what is wrong or what board I can get to avoid this problem?

System is a,
P4 dual core Intel board, I’m using the PS2 connection, 1gb ram 300gb hd, 20in LCD monitor hmm all the happ controls 4/8 and buttons.

I have no ideas now but it’s really hard to have a fair MK3 battle when its whoever moves the fastest takes control from the other player.
I hope I’m making sense and that I’m posting this in the right area.

Any suggestions are welcome.

I forgot to say i am running windows XP and slowly making a build that works for me on ubuntu

Sounds like the wrong contacts may have been used on the joysticks.  Have you checked the wiring?  Has the encoder been checked using windows?
