I bet the art is intact under that black.

If it is vinyl, then that would be awesome. If it is stencil, then there isn't even a point in finding out. Even if he used the safest stripper to only strip the black, odds are the art isn't in decent shape.

Didn't the pac cabs use enamels?  Odds are the black is latex or oil, meaning he could possibly get the black off and find out.  The black would have been protecting what was underneath all those years just the same as if it were vinyl under it.  It's worth a shot, anyway, given the cost of pac repro art.

If I remember correctly, Lysol kitchen cleaner took off alot of the residual paint that was over the graphics on mine.  Either that or I think I carefully used acetone.  The 2 brought it back just fine..

There is no way Lysol stripped your paint. I've used Motzenbachers safe stripper and it worked to a point. IMO, the best stripper for painted over cabinets is 3M safest stripper. That stuff is awesome, and you don't even have to use gloves or a ventilator. If you really want to find out, the 3m stuff is pricey at $25 for a gallon but you never know. It could be worth it.

Wow, I hadn't even considered that the art might be recoverable...

I still think that whatever I use to get the black off will srtip the art and the blue as well.

I don't know for sure but the paint doesn't look like latex, might just be spraypaint.

I do think it's worth trying though.  Any more suggestions of some products to try?

I'm not going to send a bunch of money on this but I'll pick up something to give it a shot.

There's always sandpaper  ;)

The neat thing about safest stripper is that it only acts on the top layer. You put it on generously with a brush and then wipe it off in an hour or two with paper towels. The only place local I could find it though was Ace Hardware.

Definitely try what Sharidan is recommending, or you can buy acetone in any paint store-  just wipe it VERY lightly on where the black is...  check the paper towel you apply it with and you'll see the black coming off onto it.  Just be VERY careful..  And I know I used Lysol kitchen cleaner on mine in places, but it's been a year ago now so I'm thinking it might have been to clean off some of the other "mystery" textures I had on mine   :(

I would not recommend using Acetone. That is an intense chemical that can damage your skin. Really the only thing you should ever use acetone on is glue and foam sealant.
