Well theres a few points of good news for the well concerned average ball busters!!
good news 1- I have an alternate email account for any and all dealings that may bring me spam..its cunning..its my regular email address, with "spam" at the end of it.. phew, no one getting spammed here
good news 2- collecting, restoring, buying, or staring at arcades is not my hobby. I grew up in arcades, i enjoy playing them. Getting into mame served as a fun way to enjoy those games, have an awesome machine in my house for people to enjoy, but more so, its given me a huge skill set in everything that ive had to learn..lord knows a year ago i could not put together a whole custom power supply on a breadboard and make it work... i enjoy educating myself on things that interest me. The mame hobby gave me an outlet for a lot of that. Now, making money is a hobby of mine.. and while i know its easier to make a fuss about it as the arcade hobbyist you are.. it was a simple equation for me.. Ill email the seller, by the time he responds ill have a little research and advice on if its a good buy (because wouldnt it be stupid to assume anything labeled "working ms pacman" is worth 100 dollars no questions asked) and what to look for (because if ya dont know, researching and asking questions about things u may buy is actually kind of smart).. If the seller still has it and people suggested i grab it,id make the 5 minute drive, throw it in a truck, drop it in my shed, and figure out the quickest way to make a few bucks off it, or even give it to a friend who is a hobbyist and repairs, builds and collects machines..
good news 3- almost 2 years in, and the layouts of my panels havent given me a single problem or nuisance in playing any game. I dont know why people like to argue things like that... I dont know what to say lol, i can play any game i want, comfortably and efficiently, without anything in the way..

anyhoot, its clear the machine was either sold fast, or indeed a scam of sorts. No sweat off my back. I love you kids <3
