Spinners? What are they for?

I mean, maybe I'm not old school enough, but I have no idea what these things are used for.  What are some games that really utilize these, and really what function do they serve in general?  Everyone is putting them on their cabs and I wonder if I need one...

Spinners are like Atari paddles.  Used on games like Arkanoid, Warlords, arkanoid II...also lets you play 360 degree racing games.
