IPAC4 help needed

I have an IPAC4, but only a two player panel (don't ask).  Everything seemed to be working fine, but some time ago the shift function seems to have stopped working.  I really only use one shifted function, and that function is for ESC (player 1 start and player 2 start).  I brought the IPAC4 up in Notepad and hit Ctrl-Alt-P like it said to do.  For some reason the board thinks player 1 button 8 and player 2 button 8 are pressed and/or shorted.  Funny thing is I don't have anything connected to either of those inputs.  I have unconnected the surrounding connections around those two inputs, but it still reports those two inputs as being pressed/shorted.

Edit: I forgot to mention that I seem to be able to hit 'r' in notepad to reset the IPAC4, but then it says to hit the next button or 'e' to exit and when I hit the e to exit it doesn't exit (unless exit doesn't do what I think it should do).

P.S.  What are all of those "blinks" on the LEDs on the IPAC4 when it first powers on?  Is that a clue?

The LED light tells you where to look for a problem.  If it blinks once and then stays one, everything is good.  The number of flashes relates to a particular input.

Also you could try using the winipaq and click reprogram maybe it will sort out its input issue by rescanning the board

Hmmmph.  Tried WinIPAC as well to no avail.  Then I disconnected all inputs from the board, air dusted it and plugged it back in (no wires attached to it) and it still claims at least 1 switch 8 is shorted or always on (34 blinks).  It seems my board has gone bad on me???
