How to remap default keys in Mame32?

I know you can hit <Tab> when in the game to remap the keys, but is there a way to set the default key layout?

I tried updating the Default.cfg file, but it seems to revert back when I restart Mame32.

Don't pause the game when you remap controls.

Remap for all, not just 'Controls (this game)'

I am having a problem with remapping keys in MAME32, and this doesn't seem to be the solution.  Any more suggestions?
