I have obtained my cab, but my cp is 23 3/4" x 10" and I have 2 8-ways and I want my layout to have 7 buttons per player street fighter + extra neo geo typ layout. I also have a track ball and a 6 button admin type layout at top. it will have my p1 & p2 starts + coins and 2 other buttons. Would this be possible? If not what is the smallest panel I can cram this into.

Assuming those dimensions are the inside dimensions, I was able to fit a 3" trackball, two joysticks, a handful of admin buttons, and a couple of six button layouts (no room for neogeo stuff, see image below). It's quite cramped though. Personally, I prefer to have a little bit more room between my joystick and buttons.

You didn't specify trackball size or joystick type. The latter is not as big of a deal, but using a smaller trackball (2.25") might allow for a 7th button.

Also, note that the image is just a rough draft of whether or not the parts fit, not something you would want to build.

Over in my project thread I also have a 23" panel.  I was considering doing 2 player fighter setup with a trackball and spinner, and caught some flack about it being too small of an area to squish two adults comfortably side by side.  After getting out some paper and drawing it out, I came to the conclusion that they were right.  Beyond that, I really hadn't considered bolts and room for the panel hardware to attach it to the main cab.

Here is what I was attempting to do, largely because I have seen pictures of cabs on this site where folks have managed to do it.  That being said, you should probably mock it up too like I did to see if it fits your playing comfort level.  I ended up redoing mine completely.

i attempted to do this as well, and after making a mockup i determined that it was in fact too tight to fit two adults in there.  Before you decide to do this, do yourself a favor and make a mock control panel, you will thank yourself later. 

i was convinced that i could make it work, but the first time i had friends over to try it...it was obvious that there wasnt enough room.  What i ended up doing was cutting out part of the sides of the cabinet and building a control box that is wider than the cabinet.  It only sticks out a few inches on each side, but it made a world of difference.  I now have plenty of room for two adults to play, with good spacing between the controls as well.
