Often they do. In fact, a single-purpose cab was set up and it was announced that it had a computer inside. They don't care WHAT is inside it, they simply want it to RUN so they can make more money off of it. Those are often the games you can see the owners in there monkeying around with the insided during the preview and making sure it's working.
The blatantly MAME cabs often come all set up and don't need any tinkering (smart move, IMO) so you don't see who set 'em up, and the back is locked with the key "missing" but "available to the winner"

Is it illegal, but not really enforced? Like owning roms?

Radish, what do you look like, and were you there with someone else? In this pic, I was either just off to the left, or behind all the dart boards. Black BYOAC hat and sunglasses, "We're all gonna die" T-shirt?
Also, for anyone considering going, it seems as if all the pins were cleared out pretty quickly, and even with the small number of games like there are in those pics, our auction normally has pins from the dart board to almost the wall at the end there. There's usually about double the number of jukes too, but remember, a LOT of resells, and there's usually more sitdown or larger-type games.
