You may be able to downgrade it.  You need to see what your motherboard model number is.

I just got the psp today and it says its a 2.60 version

does he have devhook installed on the memstick?  It emulates later firmware.

Hard reset the system (just keep holding the power button until the system completely shuts off) then see what it says.

I am not making you look bad but you are trying to rip me off here. I dont care about the "practically free 1gb card". why should I pay buy an used psp for 200 when a BRAND NEW psp is $200 ?? I wanted a 1.5 for emulators THATS WAY I was taking a chance with a used psp.

FWIW, you can still run emus on a 2.6 PSP.  You'll need GTA: Liberty City Stories and the save game exploit.  I run the SNES emu on my 2.6 PSP.  You can't run commerical games however like you can in 1.5

SO you need to send me the 1.5 psp then I test everything out and send you back the 2.6. This is the ONLY way I am willing to work it out otherwise I want a refund. This is not a threat but if I have to open a "item not as described" dispuite with paypal then I will do that. you leave me a no choice because the item is NOT as described.

I have been jacked by them.  I sold a sell an item, it left working.  He tels it is not opens a dispute, wils.  Gets money from my account and keeps item! So watch out it can happen.  That is why I dont give them access to my bank and keep the funds on zero.

At this point I think both you guys should go your separate ways.

Snaake - send the damn thing back, with delivery confirmation. You have Paypal on your side as a purchaser, so you are pretty safe in doing so.

Oceancube - refund his money, plus the cost of shipping the unit back. You did make the mistake and misrepresent the firmware version. Regardless of why Snaake wanted what version he did, he was under the impression that's what he was paying for, and he didn't get it.

I think this got blown way out of proportion, and personally I think Snaake jumped the gun and only made it worse by prematurely filing a claim against Oceancube, not to mention posting PM's.

You both made mistakes here, just live and learn, and game on!

paypal is NOT on my side. they dont understand anything about the different versions of PSP. they are telling me I got the psp and thats it. Especially after OC wrote them this BS story below.

Its not downgradable at this time because of the mainboard rev not the firmware.
