Steering wheel questions

I don't really have enough room on my control panel for a steering wheel.
I don't know much on how steering wheels work, but from what I gather some of them just have a potentiometer in them.
Could I build a rig that just has a pot and a knob, kinda like a spinner, for a steering wheel?
If so, where does that wire up to in the cabinet?
I have a mame cabinet with a j-pac and an opti-pac.

I am going to try to find some tutorials on how to build a steering wheel also.

Yes, the only drawback being that it will not self-centre like most ~270deg arcade wheels.  It works pretty well, but obviously not as fun as a real wheel.
