You know what?  I must be on something today.  I just misread my cable's packaging... So I'm even going to go so far as editing this post to just say hey, life is good. 

I went to Home Depot, picked up a light fixture.  Noticed it wasn't wired for wall-outlet, so went back to home depot, grabbed a light-duty extension cord, and chopped it up to wire the light... After doing so, I noticed the bulb was rated at 20W and i *thought* I read the cable as being rated at 13W..... turns out I was blind, it was 13A, and 1625W.... 
So my original question was whether or not the cable was a hazard, which, it turns out, *I'M* the hazard... Apologies to anyone in my immediate vacinity if you should happen to explode while I attempt to be handy.
