SOme games not responsive...sticky key issue?

I've noticed that when playing games such as MK by myself against the computer the character's special moves (forward forward high punch for instance) are pulled off easily. However when playing against a human player it is often difficult to do any of the moves if they are pressing buttons or joystick at the same time that I am attempting to do the moves. Is this a possible sticky key issue? I am almost certain that I have sticky keys disabled in windows (computer is not here in front of me right now). Any other options under sticky keys I need to disable? Any other suggestions? Using an opti-pac if that helps.

Correction. Using Mini-pac. Sorry been a looooooong day at work.
