USB Lagging

I have just finished a new project about 3 weeks ago (a standard HTPC that will run all console emulators). Everything is working fine except my USB controllers. I have 2 Logitech cordless rumble pads and I picked up NES, SNES and genesis controllers from retrousb.com. There is also a wireless device for the keyboard and mouse (I think its a rosewill). The issue im having is that there seems to be lagging from any pad I use in any emulator. THe lag is about 2-3ms, but you can tell. I tried only using one usb device and that still did not make a differance. The specs of the PC are below:

AMD Athlon XP 2000+
512MB Ram
Wifi Card
160gb HD
Windows XP Pro
Onboard Optical Sound
ATI 8500 AIW Pro

I have installed the latest drivers for all hardware (and the MB drivers as well) and I cant seem to find out what is causing this and its really bugging me. Anyone have any suggestions?
