Do you really need 7 buttons per player on a two player cp are there games that need 7 buttons?

You don't need any buttons actually, but that's if you're only interested in playing Pac-Man & Frogger.   ;D

Semantics aside, 7 buttons are mainly for those who want to combine the Neo-Geo layout with the classic Street Fighter.  Sometimes the fourth button on the bottom will be mapped to the same input as the top-first.  Sometimes, it's seven different inputs.

If you're not heavy into Neo-Geo, you can go with the standard six.  If you're not into fighters, you can go with four or three.  It's all up to you.

So the 7th buttons is the same as one of the six buttons? There is no game that uses all seven buttons for action in the game?

Sometimes the 7th is the same as one of the other 6, but not necessarily. It is really just a matter of whether you wish to assign it its own function or not.

No, unless you are playing conole games in your cab, then there is no game that will be using 7 buttons.

The 7th button, as already mentioned, is just a combination of 2 layouts. Neo-Geo had 4 buttons in a sort of line while many fighting games had the Street Fighter layout of 3 over 3. 7 buttons just makes it easier to play both types of games with their standard layout.

Maybe your question's answered well enough already, but I gotta put a plug in for Tiger-Heli's page that really helped answer a TON of questions for me when I got started:

Tiger-Heli's "Wealth of Knowledge" Page

Click on the link in the left-hand side that says "Reality Check" and it will talk specifically about the different button setups, etc. - might not be exactly what you're looking for, but I think you'll find it very useful/informative, I know I did.
yeah, that's right.
