Ms Pacman Screen Problem

My dad recent purchased an old Ms Pacman original that was in great working shape.  While playing the other day the screen started acting weird and it appears that possible the hor. sync is messed up.  The monitor powers up (slowly but it does) but when the picture comes up its very rapidly scrolling sideways and looks really bad.  Anyone have any ideas?

Does the monitor have a vertical hold knob? Even though it's scrolling left to right on the machine, it'd actually be a vertical hold issue if you oriented the tube horizontally.
