Donkey Kong Video Question

I am restoring a Donkey Kong cabinet.  I have a two-board set that I have fired up, but the video is really crappy.  Lots of vertical smearing.  I thought possibly it was the horizontal adjustment pot on the video board, but shorting a 10K ohm resistor across the legs didn't fix the problem.  I made a short video of the monitor that shows the problem.

I would really appreciate it if you guys could take a look and point me in the right direction.

Okay I fixed it.  The MB74LS123 chip at A3 had one pin that wasn't seated properly.

My wife was saying she told our 9-year-old son that she would stick a bar of soap in his mouth three times if he didn't stop saying naughty words.    

He decided discretion was the better part of valor and stopped saying bad words before he had to get his mouth washed out.
