computer problem startup shutdown

arcadevga and jpac are working perfectly but now I am getting this 16bit win popup that wont go away, it keeps on saying that it cant run msdos or windows applications and to close or ignore, it keeps poping up but everything works perfectly I can run mame and everything else. also when I shut down, the windows shutdown screen remains and will not power off computer. has anyone had any problems like this? im running xp. thank you in advanced.

That's not all it says.... Can you write exactly what it says on screen please, everything in the box and the box title. It's very difficult to help you unless we know what program it is that's crashing....
