Currently I power up my MAME cab via the ususal on-off blue/white intertwined cable that sits behind most PCs power button.
This is currently awkwardly located behind the coin mech door.
Can I remove the switch & connect it to an arcade button & microswitch fitted externally to make powering up the can more elegant & easier?

Yes... No reason why not... A PC power switch is only a momentary switch, much like a button and microswitch.
