What Do I Need to Change

I was hoping that someone could help me out with my controller configuration. On some of my games the buttons don't work. I know they're hooked up right because on other they work fine. The best I can determine is it's in the game setup. My problem is once I enter the Tab/config screen I can't move down to change any settings. Neither the arrows or joystick will work to move down. Is there something I can do to change the setup? Either in individual games or a custom controller configuration? Maybe a way to set default setup for all games that I don't know about??? I tried resetting the non working games to default settings with no luck. I would appreciate any help because Wrestlefest and Tecmo Bowl are calling me!  :) Thank You!

Plug in a keyboard and try using that to move around.  THen try to change some settings and set them with the joystick or button and see what letter shows up.
