Is my IPAC VE (USB) Broken?

OK, I had some issues with my IPAC VE so I completely disconnected all the wires and just tried connecting to one connection on it at a time.  Doing some diagnositics, I have discovered the following:

1 - The first time I hit the microswitch after plugging the IPAC into my computer, it always types the letter "i", which is "2sw5", no matter what the microswitch is connected to.  After that, it consistently inputs the correct keyboard command.

2 - When I plug the microswitch into "2sw5", which should be the letter "i", noting happens when hitting the microswitch.

3 - I can never get a steady green LED light, it always flashes 18-20 times.  It flashes so fast, I really can't count.  This is even when no microswitches are connected at all.

So, based on all that, is it time to buy a new IPAC?
