3D Games, Slow and Choppy

all 3D games such as Tekken or Street Fighter 3D go really slow and choppy. Is there a setting to make them go faster or is it my computer (pentium4 2.4 512mb ram). What do you do to make them run right.

They are newer games and it's emulation.  Need more power than currently available to emulate them.
