Make sure that whatever card you get has an S-video output. Also, find out if your PC uses AGP x4/x8 or PCI-express for its video card slot.
The ATI Radeon cards are great, these cards are made by different manufacturers such as ATI, ABIT, MSI, Sapphire,etc. I would recommend a model Radeon 9250 or a Radeon 9550. You can get them for $50 - $90 if you do a little research.
I got a 27" Sharp TV (not the same as in your link) from hhgregg.
I have an AGP x4/x8 slot in my PC so I got an ATI Radeon 9550 (MSI brand) from Newegg for under $60. It can do MAME as well as PC games such as Painkiller, Halo, etc. A Radeon 9250 will work nicely also.
Now if you want to play the PC games with maxed out settings, you may need a higher model card such as a Radeon 9800 Pro (Which I have on my heavy duty gaming PC), but for MAME and light PC gaming, 9250s and 9550s are great if you are on a budget.
I have not tried any of the NVIDIA cards, nor have I tried any PCI-express cards.
But the ATI cards that I mentioned should work fine for you.
