Okay, I decided to spend some time opening up my control panel (where the USB hub is), and I no longer have any problem.
It WAS a problem with either my PC's USB port, or the USB hub. When I bypassed the USB hub it worked fine without needing to use the WinIpac software, but then I switched to a different USB port (via a USB add-on card), and it worked even with the hub! I could have sworn I tried that long ago, but regardless it works fine now and I'm glad you got me inspired to fix that irritating problem.
If you try all the USB ports on your PC (rebooting after each switch), and none of them work, I'd suggest spending the $10 for an add-on USB card that will probably fix it.
