Legal Arcade Game Conversion

Morning TV here in Australia is floggin off old N64 consoles that have been converted into 'ARCADE ACTION'.

Basically it plays 84 'classic arcade games'.

I was thinking for all those looking to make money off their arcade machine, converting one of these into an arcade machine and charging for its use, maybe this is legal as you own the cartirdge.

Its going for around $120 AUD and if you pay credit card you get a second one free.

If it's anything like the one I bought here in the states 2 years ago, then it's a chinese made bootleg. The one I bought was actually full of NES games, but they abviously didn't officially license them. There were spelling/translation errors in the games and artwork on the box from completely different (unlicensed) sources.
I have no idea how they legally sold them.
It lasted a total of 3 days before it broke too. 
I'm not sure how much US$ that $120 AUD is, but be prepared to be dissapointed if it's like the one I bought.

No, it wouldn't be legal because the games were not sold to you under those terms. You have to pay for the right to "resell" or charge others (Profit!). Same as video stores. You don't think they buy their movies for only $20 each and then can just rent them out indefinitely, do you? No way. They pay alot more per movie for the privilege of being able to legally rent them out to people.
