Putting control panel together, laminate first or construct?

I was just wondering whats the best method for this.im going to be laminating both top and bottom of the top and bottom panel of mycontrol panel, also the middle i want to apply thin black vinyl contact around it for seamless covering. how should i go about this. Should i first laminate top and bottom of both top and bottom panels, then glue and nail the middle down to the bottom panel? then apply black vinyl around the middle? I use gorrilla glue when gluing i dont want there to be a mess on the done laminate so im stumped here any ideas or suggestions?

I'd assemble the box first and then cover it in vinyl/laminate.  I don't think there's a right or wrong way though...
