msconfig, affects all users?

I am trying to set up 2 users of my laptop, my everyday normal use, and then a Mame user with out the bells and whistles, antivirus, all that useless stuff.

the problem is that I need to make both of them administrator users to have access to msconfig, but then If that is the case, when one account changes msconfig, the other one gets changed too.

my only thought would be to use regedit to copy all the startup from the local machine thingy, to the current user thingy, that way only 1 user would have the startups,

am i way off base here or what.

install a seperate OS on the same machine and use the dual boot option. that way you can really strip down the mame version to your liking...
