Problem is, that as a seller, you need to pay Ebay a listing fee.

as a bidder/buyer, i'm thrilled. it's annoying to find that auction and see that they take paypal and sift through all that garbage to find non-credit card paypal only. and yes i do look specifically for paypal auctions to buy from sometimes. seller can always put notes on the auction saying to email about other forms of payment.

I would think this just means more money charged to the buyer ...... to cover the costs

*If you use PayPal backed by a credit card, you will be responible for paying the PayPal fees (2.9% + $.30). There will be no fees if your PayPal is backed by a balance, or by a bank account. If you have any questions regarding PayPal fees, please e-mail me.

That is the disclaimer I used to use on anything I sold.  I never had any complaints from buyers.

But I guess this wouldn't be allowed anymore.

Frustrating.

But, most big time ebay sellers already do this.  So it wouldn't really mean anything for purchases from eBayers who sell for a living, which I would say is a good majority of auction I bid on anyways.

The way around it usually is offering a discount on non-CC payments.

Actually you can pass the credit card fees to the customer, you just can not tell the customer the increased price of your item (or shipping price) was due to the credit card fees they will be paying for you.   ;D

Actually, you can pass on the fees to the customer (and believe me all businesses do), and you can even tell them if you really wanted to, but what you can't do is charge them a different price depending on how they pay for it.  So even though you are paying for something with cash at say Walmart you are paying for a portion of everyone else's credit card fees because they are rolled up into the cost of the item.  There are a lot of small mom and pop stores out there that offer cash discounts, but I believe technically they are violating their agreement with their merchant bank when they do.
