Control panel getting loose (pics)

I have a metal control panel that is held down by 2 clamps and attaches w/ a flange type thing and screws to the cabinet itself.  This seems to be pretty standard from what I can tell.  The problem I'm having is that the panel tends to move a bit in the Y direction (the direction you would move a joystick up/down).  I have tightened everything down but nothing seems to help.  Maybe it's just slop w/ the clamps but I can't tell.  It's getting annoying.  I used some rubber washers to raise the cp a bit making the clamp a big tighter but it doesn't completely eliminate the issue.  I can post pictures if any of this is confusing.   :)

Anyone else experience this or possibly have an idea on how to combat it?

Take off either the clamp, or the clamp holder, and move it back a fraction of an inch to take up the slack?

Ok, I've got some pics and hopefully they will help.

This is the panel when it is locked down:



Here are the right and left sides:




The rubber rings were an attempt to lift the panel up a little so the clamp would be more snug.  It worked but it has gotten loose again.  The main problem is that the panel slides towards the player when pulling down on a joystick.

Here is how the clamp attaches to the panel:



I can take more if necessary...
