KE72 - Repeating Keys

I am using the KE72 as my encoder.  I have loaded a custom config file, and all of my control panel buttons and joysticks seem to work correctly within both MAME and notepad.  However, when I try to use any other platform emulator (or even Mamewah), I must be getting some repeating or ghost inputs because the game's characters move crazily (in launched emulator games) and the menus scroll automatically (i.e. in Mamewah).  Actually even in MAME, the user interface screen go haywire when it is launched, but the games seem to work fine until that config screen is opened. 
 
I have checked wiring and my KE72 config file, and now I am at a complete loss.  I don't know whether my problem is hardware or software related....

Does anyone have any suggestions?

I noticed something like this when I had a usb device attached.  I had a PSX driving wheel to USB converter and I think every now and then the inputs would go a little haywire.  I think when I unplugged the usb device it worked....it was like it was reading a stuck joystick.  Not sure if this helps.  Unplug everything from your PC and try it.....

I agree with JLR2000.  I saw similar problems when I was using a joystick connected to the gameport.  I would assume it is some peripheral rather than the KE-72, unless you say you only have the KE-72 connected.
