Ok - after a few emails with Andy, I believe this problem I was having has been fixed. I completely overlooked looking at the control panel in windows (device manager) or that would have tipped me off right away. I think sometimes you forget that your control panel is being recognized by the computer as a keyboard and will show up there.

Anyway, I thought I would post Andy's reply which eventually helped me fix my problem to enlighten anyone else that might have the same problem:

When the I-PAC is not working, are there any yellow exclamation marks
against anything in Control Panel, Device Manager?
Can you try going into regedit, and opening
Hkey_Local_Machine/System/CurrentControlSet/Enum/HID and delete the keys
containing VID D209
Also Hkey_Local_Machine/System/CurrentControlSet/Enum/USB and delete the
same keys. You might have to right-click and set permissions to do this.
Then click "search for new hardware" or unplug/reconnect the I-PAC.
