I think you are a little confused. I'd recommend doing a lot of reading on the subject.

The ipac is a keyboard encoder. It enables you to hook button switches or joystick switches to it and then your computer sees the button presses as keyboard presses.

The Ipac has nothing to do with video or using an arcade monitor with your computer.

Depending on the wiring of your cabinet your answer will vary.

If your cabinet is a JAMMA cab then buy Ultimarcs JPAC and your computer will work with your arcade monitor in just a few minutes.

I do agree with previous posts. Reading the FAQ's and even the Project Arcade book will go a long way in helping you sort all of this out.
