Short answer: "It shouldn't, but..."
Long answer:
Microsoft says that the windows desktop mouse settings do not effect DirectX DirectInput games/apps. Since mame uses directInput when -mouse is enabled, then "no, it shouldn't effect it". BUT...
Sometimes it DOES effect mame, depending on the driver and mouse used. Usually the windows settings don't change the numbers the mouse send but instead change windows' convertion ratios (which directInput ignores and why MS says it won't effect directInput games). However some mice can do the the convertions inside the mouse before sending to the computer, thus effecting the numbers sent, thus effecting directInput and Mame. And some mice do part of the converting in the mouse, and some in windows, effecting directInput games in unpredictable ways.
Plus, when -lightgun is enabled, mame doesn't use directInput: changing the windows settings will effect mame when -lightgun is enabled. (Taborious: since you're using a trackball, you shouldn't be enabling this option and should be using -mouse option instead even on lightgun games, but some people enable -lightgun anyway.)
So in many cases changing windows settings will effect mame, even though MS says it won't.
This applies to the windows mames (such as official mame & mame32) only, of course.
and is there anything for trackball games in mame that would tell you what kind of setting the trackball should be set to for that particular game?
Because of the above answer, and all the different mice's/trackballs' different "native sensitivies" (aka "mouse DPI"), other's settings might not be perfect on your computer and why you won't find a perfect table.
