I enquired about purchasing one of these, but arcadeshop doesnt ship outside North America  :(  Does anyone know if they can be purchased elsewhere, or know of anything similar?

Serach for "programmable multigame" or "programmable jamma" or something and you'll find a thread or two on it where somebody might know somebody that has one or something like that.  Maybe Ken L. knew somebody with one?  I can't remember, but do the search and you should find somehing.
