Need your help to remember! (Lost loved video game of youth)

Ok, this might sound weird, but I need your help.

When I was younger, my parents would make us all go skating, well, I hated skating, so they gave me the money for the skates and food to waste on the arcade machines. Most of the money went to SF2, but alot went to beat'em ups and racers.

Now, I remember SF2, But I used to be in love with this one beat'em up that I can't remember the name to and barely remember the context!

The only way I can describe it to you is,

A beat'em up, side scrolling, where you could play as several people (teens?) that each had a super power, there was a black guy that could use the power of fire I think, and in the intro it looked like a  crazy laughing bad guy with different colored pills or something (like the color of the pills were the colors of the people you could use) were flying into his face (mouth?)

I know it's vauge, but man, if someone could help me out that would be great.

It might have been a 4 player cabinet. I was so young, I can't remember anymore of it, and I'm only 20, so this must have been a LONG time ago (for me!)
