I've got a couple of spinners out of an Arkanoid.  You'd probably need to adapt and optical mouse to get them to work.  They do have an optical encoder? mounted to them, that has four pins that would need to interface to something.  The board that it's mounted to says TAITO and has some numbers that are partially covered by screws.  I will say this about these spinners-I really like the feel of them when they spin.  I've got an Oscar on my cabinet which spins alot smoother than these, but for playing Arkanoid I can just imagine how nice these would feel.  Let me know if you're interested.
