Ghosting Gamepad?

Will a generic gamepad (Microsoft Sidewinder maybe) ghost like a keyboard .
Which would be better for hooking up arcade controls to

Gamepads will not have any ghosting. 

If you don't feel like trying to figure out the matrix of a keyboard hack gamepads or an encoder is what you're gonna want.
