That's not correct. The "hourglass" is the actuator, and it is the part that pushes the switches. The other piece (circled in red, let's call it the "plunger") is just to return the joystick to center thru pressure from the main spring. When the stick is in a neutral position, it LOOKS like the plunger is in contact with the switches, but if you tilt the stick, the actuator pivots up toward the switch. If it's not working the way i described, you must not have assembled it correctly.
