problems with MiniPac

I am having problems getting my MiniPac to work.  When I plug it in via USB, I get "Unknown Device" in the device manager.  I have the jumpers set to USB and Rom.  Don't know what is going on here.  Shouldn't it just auto detect it as a USB keyboard?  Or do I have a defective MiniPac?
