The IPAC isn't for hacking a keyboard, it's to save you the bother of hacking a keyboard - the IPAC is a keyboard encoder that behaves as if it is a keyboard itself (so you hit a button and the computer you've got running MAME or whatever sees it as a keypress). Since it can connect via USB, and the XBox controllers are basically USB gamepads with a weird connector on the end, I'm guessing it works just by fooling the XBox into thinking you're hitting a gamepad button instead of making a keypress.

You can get them from http://www.ultimarc.com
The other option would be to hack an XBox pad - gut one and solder your arcade buttons to the contacts on the gamepad  PCB that would normally be bridged when you hit a button on the pad. That's a lot of fiddly soldering though....

The main reason for wanting the memory slot is so you can use your Xbox Live Headset when playing online.  If you don't use the Headset or Memory Cards then it isn't necessary.

I decided to map out all of the button traces to the tinny TP points so that scrapping of the button contact material to expose copper would be avoided.

It is just the way he likes to do it.  You don't have to though.  If you want to just scrape off that black material and solder to the bigger contact points then that should be fine.
