Cant figure this out? PC problem

Hello everyone. I just recently built a computer to sure strictly for mame. Everything works fine except a few things. I'm running windows 98. And using MAME32. There are two thing that i can't figure out.

1: I can't see any fonts at all. Even if i change fonts and enlarge it to like 72

2: This is bugging me the most.  The buttons don't seem to work on my x-arcade. Only 2 buttons work on player 2. But the weird thing is if i'm playing a neogeo game the buttons work fine. I tried the controler on this computer and everything works fine. I can play streetfighter or any other game. But on my new built computer it doesn't work.
