will an AMD Athlon XP 1900 or 2000, i cant remember, which i believe are about 1.4 to 1.6 Ghz, with 256 DDR and an 80 gig HD run all the Mortal Kombats, and all the other newer mame games, also, will it run the chd of area 51?

That should run the mortal kombats fine, area 51 will run but not at full speed. Make sure whatever OS you use to tweak as many settings as possible, disable as many services as you can, and make those services you need as Automatic. There are alot of unnecessary services which take up a fair bit of overhead.
And take a look through this

My mame cab is a AMD XP 2000+ (slightly overclocked at 2100+ speed) and 256 megs of ram. I can play Area 51 at a very playable framerate (mostly 60 fps). I did what cdbrown said with the services and also use one of the first versions of mame that supports Area 51. Maximum Force however slows down quite a bit but is still playable.

I'm running 1.6GHz Duron with 256MB RAM and all MK games run fine, I haven't tried Area51 though.
