Patching holes in metal CP

I am looking at a metal control panel on eBay.  It was used in a conversion cab, so they've drilled extra holes in it.  I'm going to be removing those buttons, and putting a new overlay on it.  Is there a good way to patch holes on a metal control panel?  I know how you'd do it on a wood CP, but obviously that wouldn't work.  And I don't want to just put the overlay on top of the empty holes, because one good poke would ruin the overlay.

Suggestions?

I actually did run a search, but I ran it on "patch a metal CP."  I should have run it on "patch a metal control panel."
