Looking to make my USB controller

I'm looking for a program to make my USB controller Programmable. does anyone know of a program that does this? I have a usb controller and i want to be able to press a button and it does a move. I don't want to go buy a programmable controller. I'm quite sure there is some kind of software that does...

I personally have not seen a secondary program that will do this.  The problems you may run into are incompatibility with the emulators themselves.
