Help bring Neo Geo back to life

I bought a one slot neo-geo at the DFW auction this weekend with hopes of fixing it. WHen I brought it home only the coin doors and marquee lit up. I plugged in a loose cable and I got power to the monitor, but no signal. The cables look okay going from the pcb up to the montor boad. There is a red led on the corner of the board what does that mean? What do I do next? Even if the cartidge didn't work I should get a checkerboard test screen right? Any help would be appreciated.

Check all the DC output voltages from the power supply.
