Not all Atari AR boards are the same.  There is the ARI and ARII with multiple revisions.  I think PP2 used an ARII board.  If you are looking for a replacement board, you should look for a Rev 2 or later as those were fully populated and *should* work for most any Atari boardset that requires the ARII boards.  Doesn't PP2 have two ARII boards, or is that just the cockpit versions, I'm not sure?

The F3 fuse protects the unregulated 10.3VDC line that is rectified right on the transformer board, IIRC, and then used on the ARII board for the audio amp.

Bob Roberts sells a rebuild kit for the ARII boards for $12, that might be a good place to start.  I would also check the bridge rectifier to see if it is shorted.  Also do a google search on RGVAC for "atari power f3" and you should get lots of results.  That seems to be a somewhat common problem, so hopefully you can find some helpful threads.
