lets say one has mame32 for windows, and one has somehow obtained the roms, on lets say,hmmmm, a cd, what does one do with the cds next, just put them in? one is lost here, please help.

Ok, if you are asking this then you PROBABLY aren't familiar with the concept of moving files around via windows.

Your ROMS need to go into the Mame roms folder.
