PacMan Blue Speckled Paint

My cabinent has this blue speckled paint all over it. Do all Pacs have this? Why?  Is it worth trying to replicate it when I repaint it? If so, how?

Not sure if they all had, but mine does.  It would be cool to try and replicate it, shouldn't be that hard to do.

Here's a little tip I have learned from building models:  when I want to have that splattered mud look on a tank/vehicle/whatever, I dip my brush in the paint, get the excess off of it, then gently blow on the end of the brush and it applies the "splatter" effect to the model.  Adjust the size and amount of splatter by adjusting the amount of paint on the brush.

Just make sure to practice on something else first....

There are airbrushes which can do this as well.  My Aztec airbrush has a splatter tip.  It'd be a time consuming process to splatter the whole thing with a small airbrush like that, but if you're going for a very accurate restoration ...

If you can't be a good example at least try to be a horrible reminder.

Mine had it too. I just thought it was standing too close to some renovations in 1983.
