Power supply installation diagram

Good luck to everyone. I have a Magnum Plus Atari machine.
I have recently started to tinker with the installation and wiring. I have some questions. I would be glad if you could comment.
1. When the power was first applied, both the phase and neutral fuses were installed and the amperes were different. Is there a reason why it can stay like this?
2. Before entering the power supply, a 3.15 amp fuse was installed on the 220v line.
A 5 amp fuse was installed on the +5v output, especially the 5 amp fuse on the +5v output seems low. Do I need to change it?
