Neotec NT-1915 CRT image cut off

I have a Neotec NT-1915 and the image is being cut of on the left side or bottom if it was mounted horizontal.  So we're talking about the bottom of the screen technically. 

I've turned every (and I mean EVERY) knob on the control panel and on the chassis.  Nothing seems to help. 

My gut think it's not getting the whole image to display, but I know next to nothing about how these old units work.  I'm doing my best to learn!

Here's some pictures of the issue, the panel and the chassis.

You can see on the left side it's not showing the whole image, and there's black space on the right.  It can't get any more centered, I've tried!
