Sega G-Loc Upright PCB repair

Hi. Picked up a non-working g-loc last year and am trying to get it running again. All voltages are correct at the power supply. Monitor comes on but no picture. I have hooked up another game to the monitor and it shows a good quality image. No sound either, just loud buzzing noise. I assume the problem is in the pcb. I visually inspected it with a magnifying glass and took all the chips out and re-seated them. Exchanged messages with Ken at irepairsega and he offered to speak to me on the phone. I am too much of a newb to call him up yet and want to see if there are any common issues with these boards that I may have overlooked first. I am new to the hobby of collecting and repair and am self taught to this point. Does anyone have any experience working on these boards? What other tools would I need to diagnose a problem besides a multimeter?  :dunno Thank you
